12343 Retired Donor.. Inviting a donor back

I have been waiting for donor 12343 vials and I am not having much luck… I called to get information on inviting a donor back into the program but Im not sure. They want $250 just to contact him and $1,500 for testing, if he is not in the area I would have to pay for travel, hotel and lodging. He also has not donated in 5 years so Im also worried that after all this time he has moved on in his life and would not want to donate.. has anyone does this with success?
