I thought the basic requirements for CCB donors must be at least 5'9" or taller. Sorry, I'm not try to mean or anything, but donor 11312 is 5"6 and he's qualify?

I don't set CCB policy, but I think it would be silly to rule out people who met average height for their ethnicity for not being tall enough. Not everyone wants giants. Some people want not-so-tall genes, or are trying to match an intended father. If an Asian couple were 5'3 and 5'6, I think they would be very pleased with a donor with 11312's stellar credentials, and it would be a shame to not make him available to them because of his height.
Personally, I am single and TTC and I am tall and have wished I were shorter. I wanted a shorter donor. I would have been just fine with a 5'8 donor. As it is, I am very happy with my 5'10 donor, but I do think in general that people who are average or near average height, adjusted for ethnicity, should not be ruled out. There is nothing wrong with being average height or a bit shorter than average. I'd sooner rule out the guy who is 6'5 than the guy who is 5'6. :P Obviously CCB should have donors who meet what their clients want. Beyond that, there are some "responsible" standards. Rule our potential donors with genetic disease history etc .... but a brilliant, healthy, happy, good-looking guy who is "only" average height? That's not something to rule out as a matter of course, IMO. Doesn't seem to me that it should be too hard for 11312's vials to sell.
Our 5'9" height minimum is a general standard that is based on the preferences our clients have demonstrated in their buying habits over the years.
With certain ethnic backgrounds, it is sometimes difficult to find enough donors to provide a good selection of options. In these cases, we will allow an applicant who does not meet the height minimum assuming he passes all the other requirements (STD testing, physical exam, genetic screening, family medical history, education requirement, etc.).
